Great bag, can't carry on

I bought this garment bag for business travel. Unfortunately, it is not always possible to bring it as a carry on (even thought it fits in the overhead compartment). I was able to carry the bag on at one airport (Dulles) but could not at another (Miami). I purchased this item so that I could avoid checking luggage and was very disappointed (and a bit angry) that a garment bag marketed as a carry on isn't.
